Stray dog menace in Chandan Nagar — what can we do?

The stray dog situation in Chandan Nagar near the main road has become serious. There are packs of 10-15 dogs that become aggressive at night. My elderly mother was chased last week while walking back from the temple. I know we can't harm them, but there must be some solution. Has anyone contacted PMC's animal control? What about ABC (Animal Birth Control) programs? Any NGOs working in this area? We need a community-level solution.
